Minutes of the meeting of August 1979 were read and accepted with the following amendment brought to our attention by Linwood Bowers. August 1979 minutes state, “The feeling of the Association is that the West Lake residents are using the dump more than the Nicatous Lake People. Mr. Barry Tyne of Nicatous Lodge, a full-time resident noted that he used the dump a lot also”. Added to that, it should read “That we would contact West lake residents and ask them to contribute $10.00 per year per camp to help defray the costs”. Fred Locke made the motion, seconded by Arthur Dayton. Vote unanimous.

The treasurers report was accepted as read on Ed Baldwin’s motion.

Committee Reports:

Marge Lovejoy made observation’s and comments on conditions at the dump. One problem is that the dump is not open on Sunday. This is very inconvenient as most guest and friends leave for home on Sunday. So, one day’s trash has to be carried out. Linwood Bowers advised pursing Burlington dump. Correspondence was then read that steps were already being taken in this regard. Letters from Hancock County and Burlington were read. Marge said she would be willing to go to West Lake and canvass the residents for $10.00 from each. We all felt this was extremely generous of her; however, we thought other alternatives should be considered. Ed Baldwin moved that we reaffirm our motion from last year (August 1979) regarding the dump: to wit: After much discussion, a motion was made by Mr. Baldwin that a “dump” committee be appointed and to authorize the President to spend $600.00 (Six Hundred Dollars) . Motion was seconded by Charles Dayton. Vote Unanimous. Arthur Dayton suggested petitioning the State of Maine to add a special tax for maintaining the dump. Also, to ask for COLA help. (COLA was brought up in a meeting about five years ago. However I have no correspondence to COLA on top of dump).

Dr. Butterfield mentioned that the water was still too high. Arthur Dayton made a motion to leave dam situation alone for three years. Motion was seconded by Fred Locke. Discussion followed and Arthur Dayton withdrew his motion to allow further discussion.

Considerable dissatisfaction was expressed by some of the members on the water level.

Ron Pelletier observed that there had been excessive smelting on Nicatous by certain individuals during the past year. He further observed that smelt are the principle food supply for salmon, and the state currently stocks 4,000 to 5000 salmon per year in Nicatous. Ron has been advised by they warden, Leonard Pelletier, that the only way to prevent this in the future would be to petition the state at a public meeting held in Ellsworth, to close Nicatous for smelting.

After discussion, Dr. Butterfield moved that we petition the state to close Nicatous to smelting. Seconded by Ron Pelletier. Vote, unanimous.

Dexter Sargent made a motion to amend the by-laws regarding voting eligibility. After discussion and a review of the by-laws, it was found the voting eligibility was covered. Mr. Sargent then withdrew hi motion.

Linwood Bowers made a motion for the secretary to cast one ballot to reelect the present slate of officers. As there was no opposition, it was passed by acclamation.

With the gracious permission of Arthur Dayton, President of the Nicatous Club, next year’s meeting will be held at the Nicatous Club on August 15, 1981 at 2 PM.

1981 – The minutes for this meeting are missing.


1982 -Here it is again the time for the annual Nicatous Camp Owners Assoc. meeting.

Last years meeting was held on August 21, 1981 at the Nicatous Clubhouse. The meeting was called to order by President Barry Tyne. He stated that the minutes of last years meeting would be mailed out along with this years minutes as they were not mailed out last year. The secretary-treasurer “Twinkie” Locke was not present. Phone calls and letters have been made and sent to her with no results.

The president stated that the county had taken care of the dump with no charge to the association occurring.

The president read the water heights at the dam and on May 1st the height was 30”.

It was voted to pay Jeff Harriman $30.00 for opening and closing the Nicatous Cub for the meeting. It was also voted to pay Barry Tyne $5.00 for phone calls made.

The election of officers took place with the following people elected:

Ronald Pelletier, Vice President
Ruth Weeks – Secretary – Treasurer

It was voted to have a potluck lunch at the next meeting. After some discussion the president appointed Penny Stevens as chairperson for a committee to make arrangements, send out notices and decide on a location. Ruby Pelletier, Priscilla Chapman and Cheryl Damien were also appointed to the committee. The committee was authorized to ask for more help if it was needed. The committee will be reimbursed for expenses incurred.

The next meeting will be held Sat., August 13, 1983 (if rainy the Aug. 14). If both the 13th and the 14th are rainy then the meeting will be held on the 20th (if rainy, then the 21st). The meeting will begin at 12 PM instead of 2 PM and will be located on the sand beach near the upper lake narrows near Brown’s Island and in back of the C.A.B. rock island.

There was a short discussion about the height of the water.

No further business occurring, the meeting was closed.

Hope to see your all there at the meeting and the potluck lunch afterwards. There will be games and lots of fun on the each area with many activities planned. See you there!

Please note that the first part of this is a newsletter synopsis of the first twenty-five years of the association that was written by then secretary-treasurer, Priscilla Chapman. Minutes follow the newsletter.

This year marks the 25th anniversary of the organization of the Nicatous Campowners’ Association. In recognition of the event, I have tried to compile a history of the Association.

On Saturday, December 5, 1959, twenty-five people representing campowners on Lake Nicatous gathered at Coburn Hall, University of Maine in Orono. Dr. Arthur Dayton presided as chairman until the unanimous election of Vernon Bowers as President and Edmund Laing as Secretary-treasurer of the newly-formed association.

The Association was originally formed to present a united front to the state of Maine Fish & Game department and other political bodies in the state. The main topic of discussion, however, was the dam and it problems’.

The Association has met at several different places during the past 25 years. These have included the University of Maine, the Burlington Town Hall, the Nicatous Club, Hemlock Lodge (the home of Mrs. Russell Lovejoy), Nicatous Lodge (the home of Barry Tyne), and the Narrows beach. The meeting were moved from the Burlington Town Hall in the hope that more campowners would attend the meeting if they were held at the lake.

Attendance has ranged from a low of nine members to a high of thirty-four members in 1983. There are presently eighty-one campowners eligible to join the association. Each leaseholder is entitled to membership and one vote.

Topics of discussion at the meeting have included the dam, the dump, the road, pollution of the lake, and other concerns of the voting members present. Solutions have been reached on some of the above topics, others will probably never be solved. The dam has been the main topic of discussion at every meeting since 1959. The state mandated that there must be a fishway in 1974. In 1979, it was voted to leave the dam alone for a period of four years, unless there was a serious problem during that time. In 1980, it was voted to leave the dam situation alone for three years.

In the past 25 years, the control and care of the road and the dump have been in the hands of the association, the county, the lumber companies, the fire warden and private individuals. The stocking of the lake with salmon has been approved and then disapproved by the Department of Fish and Game. LURC (a state agency) has pretty much taken care of the concern about pollution with its rules and regulations.

The records of the association have been kept throughout the years by the following competent secretary-treasuers: Edmund Laing, Russell Lovejoy, Margaret Easton, Ruth Weeks, Leslie Locke, and Priscilla Chapman. In 1975, it was decided that it would be a good idea to have a residential vice-president in case the president lived out of state and a problem arose. Linwood Bowers was elected to serve as residential aide to the president, Raymond Gove. The by-laws were amended to include the office of vice-president in 1976.

I hope you have enjoyed this brief history of the Nicatous Campowners Association. This is “our” lake and “our association’ and they both deserve our support and help. Thanks to twelve concerned people, we have a viable association that is ready to do whatever it can to promote the welfare of all the campowners.

The 1984 meeting of the association will be held on Saturday, August 11 at the Narrows’ Beach - rain dates of August 12 & 18. All those attending are asked to bring a potluck dish to share.

If you want to beat the rush and pay your dues now, I’ll be glad to accept them anytime and send you a receipt. To all prospective members, we would be very pleased to have you join us on August 11. The dues are $5.00 per year for each lease holder, payable at the annual meeting or before (to have a vote, you must join the association). By the way, inflation has not caught up with the dues – there were $5.00 in 1959!!

Minutes – Annual Meeting 1984

The 25th annual meeting of the Nicatous Campowners’ Association was held on Saturday, August 11, 1984, at the beach near the Narrows. There were 26 owners present or represented by proxy.

The meeting was called to order at 11.35 A.M. by president Ronald Pelletier. All present were welcomed.

It was moved, seconded, and passed to accept the secretary’s report as previously mailed to members. Moved, seconded and passed to accept treasurers report as presented by Penny Lovejoy-Stevens.

    Expenses August, 1983 – August, 1984
    Dam Repairs $92.53 (reimbursed by Diamond)
    Postage 25.80

    Checkbook Balance $566.62
    Savings Account $2021.15

Mrs. Stevens read the note recently received from Mrs. Chapman, explaining her absence from this meeting. Mr. Pelletier stated that, in spite of numerous personal difficulties during this year, Mrs. Chapman has done an excellent job and he was sorry she was unable to attend.

COMMITTEE REPORTS

Fishway Committee – Ron Pelletier reported that the upper end of the fishway was repaired last summer under the direction of biologist Michael Smith, using volunteer labor. He expressed his appreciation to the members who donated their time to work and their vehicles to transport supplies. He also state that the lower end of the fishway is now in need of work.

Buoy Committee – Bill Damien reported that he has investigated the matter of the NCOA placing buoys on prominent rocks in the lake. The Land Use Regulatory Commission and the Environmental Protection Agency have multiple rules concerning the placement of buoys: type, how attached to rocks, when put into water, and when removed. No buoys may stay in the lake year-round. Following a discussion, motion was made, seconded and passed that due to the legal ramifications, the NCOA no be involved in the placement of buoys.

Election of Officers

Nominations for the office of president were made – Ronald Pelletier and Philip Brown (declined). The Secretary Pro-Tem was instructed to cast one ballot for Mr. Pelletier.

Nominations for the office Vice-president were made: Harris Bradeen. Mr. Bradeen was elected unanimously

Nominations for the office of secretary-treasurer were made. – Mrs. Priscilla Chapman. The Secretary Pro-Tem was instructed to cast one ballot for Mrs. Chapman. It was moved, seconded and passed that Mr. Chapman be given a vote of thanks for her excellent work during her fist year in office, most particularly for the work in compiling the history of the association.

New Business

Fishway Repair – Mr. Pelletier stated that the lower end of the fishway needs repair. Mrs. Lovejoy commented that the fishway is designed so that the fish don’t use it. She stated that the fishway should be taken out, which would result in the presence of a natural fishway and normal water levels. After lengthy discussion, nothing was resolved, as there are those owners who favor high water and those who favor “historically” normal water levels. Mr. Pelletier suggested that the same fishway committee work on repairing the lower end of the fishway. Mrs. Stevens raised the point that is is useless to have Garrett Shoares on the committee, since he is in Florida and cannot ppossible come to participate int he work of the committee. Mr. Pelletier responded that Mr. Shoares was appointed to satisfy those who wanted a “40-year person” on the committee. Mrs. Stevens stated that there are many other longtime residents, including herself, Mrs. Lovejoy, Linwood Bowers, Ray Gove, Joe Laing, Fred Chapman, Charles and Arthur Dayton, and the Bacon Island family. Mr. Pelletier then nominated Ed Baldwin to replace Garrett Shoares on the fishway committee. Is was moved, seconded and passed (19 – 5) that the same committee, with Mr. Tyne as chairman, and Ed Baldwin replacing Garrett Shoares, be appointed to look into and repair the fishway, using the money already appropriated last year.

Dam Maintenance – Moved that the NCOA maintain the dam in its current state. Objection raised that the NCOA does not own the dam and therefore has no right to do anything to the dam without permission from the legal owner, Diamond International. Following discussion, it was move, seconded and passed (18 -6) that, insofar as the NCOA is concerned, the dam should remain permanently installed in its current state. Other suggestions concerning the dam included the possibility of installing locks at the Narrows. There was no support of these suggestions.

Fire Control – Mr. Pelletier asked Mrs. Stevens if she had any information about the state loaning the NCOA a tank truck to be used for fire control at the foot of the lake. No such information was available.

It was moved, seconded and passed to adjourn the meeting at 12:35 P.M.

Minutes of August 10, 1985 meeting.

The meeting was called to order promptly at 11 AM by President, Ronald Pelletier. Ron thanked everyone for coming and those who helped clean up the beach in preparation for the picnic.

Minutes of the last meeting were read and approved.

Treasurers report for 1985 – 1986 was given by Joy Botting in the absence of club secretary, Priscilla Chapman. Treasurers report was accepted.

Upon hearing our past president, Linwood Bowers is very ill, it was voted to send a card to him from the association.

A report on the repair of the fishway was given by Ron Pelletier. The report is as follows: Diamond Paper Company was contacted and sent a load of lumber for repairs to the fishway. A group from the association repaired the fishway on Labor Day, 1984. St. Regis Paper Company sent a check to pay for the bolts and spikes and other materials. Labor was provided by volunteers from the lake association. Ron thanked all the men for their time and efforts.

There was no old business.

Election of new officers for the 1985 – 1986 year is as follows:

President asked that a letter of appreciation be sent to Priscilla Chapman for the work she had done for the association over the past years.

A book of Robert’s Rules was presented to the president by Phil and Bev Brown.

A committee for the 1986 dinner meeting was selected, Charlene Jackson, Ruby Pelletier, Gwyn Buck and Jerry Jackson.

The date for the next picnic meeting will be August 9, 1986 at the same location as this year.

New Business: Association members requested the secretary to locate a bank with no charge for inactivity of our checking account.

Minutes of August 9, 1986 meeting.

The meeting was called to order promptly at 11 AM .

President Ron Pelletier thanked everyone who helped prepare the beach for the annual meeting and picnic.

Next years meeting of the campowner’s association will be held on the second Saturday of August, August 8,1987, rain date Sunday the 9th. A pot luck dinner will be the fare.

New business: There is much discussion on ATV’s in this are per Ron Pelletier. The road has been closed near Duck Lake on the Maine Public Reserve land. The sign states there is a $500.00 fine, imprisonment of one year, a Class E crime. Ron has discussed this matter with a state official. He will write to the governor on behalf of the Nicatous Lake Campowners Association.

Vic discussed the salmon stocking of the lake. It was stocked last year. The last biologist survey was three years ago. Nice salmon have been caught and plenty o f small ones are in the lake this year, it was reported.

It has been noted that CB radios on the lake have been of much benefit to many campowners. This enables owners to get help in emergencies and also to make phone contact with outside phones. If anyone needs help, please call on your CB for help on channel 19. That channel is monitored at the lake all day. If you don’t have a CB, it is a good idea to get one. If you already have one, please note your call name on your dues slip when you return it to me as we are making a list of CB owners and call names for reference in case there is an emergency at your camp. That will be beneficial to all.

Addendum: Regarding Duck Lake Unit Public Reserved Land Management

A meeting open to the public was held in Old Town last night to inform the public of what the state of Maine Land management plans to do there. They want the public to submit to them their view, opinions, comments and information regarding the following items.

  1. Areas where there are deer yards that should be protected.
  2. Debris left behind after cutting operations have been completed.
  3. Your views regarding the gates that will be placed across the road near Duck Lake prohibiting public access.
  4. Your views regarding no ATV use of the roads.
  5. Your views regarding enforcing and policing this public area.
  6. Your views regarding tree cutting in respect to wildlife habitat.
  7. Your views regarding toilet facilities at the camp sites on the lake.
  8. Your views regarding the camp sites, should there be reservations, limited or not limited to Maine residents, or what percent should be held for Maine residents.
  9. Your views regarding tree cutting and harvesting in general, remember that they stated it will take 30 to 50 years for the return to same of the new tree growth.
  10. Do you feel you should or should not vote to appropriate money on the Bond Issue giving the department more money from the tax payers to enable them to buy more land to include in this parcel of PUBLIC RESERVED LAND> This will be voted upon this fall and this could very well bring them closer to Nicatous Lake area.
  11. Do you feel they should remove the Game Warden’s camp from Duck Lake as they propose to do? This is felt to be a shelter for the game wardens who are working in that area and need a place to go in the winter and also if there is an increased number of people using the Duck Lake Reserve, that there will be a need for a warden in that area, possibly full time.

Please mail your letter with your thoughts, suggestions, ideas, information as soon as possible to the following address as the deadline date is July 31, 1987. Remember, they held this meeting to inform the public and ask for their comments Write and mail it today.

If this is happening in the Duck Lake area, it may happen near you.


Annual Meeting Minutes - August 8, 1987

The meeting was called to order at 11:45 AM .

President Ron Pelletier thanked everyone who helped prepare the beach for the meeting and picnic. Due to the foggy day, the attendance is lower but everyone present was welcomed.

The minutes of the 1986 were read and accepted.

The treasurers report was read and accepted.

Nominations for President were scarce so one ballot was cast to retain Ronald Pelletier as the association president, happily duly appointed, elected and retained. Thanks for a great job to Ron from all members.

The vice president and secretary and treasurer remain the same as last year for a slate of officers as follow:

The beach and meeting committee for 1988 are: Ruby Pelletier, Charlene Jackson, Gwen Buck and Jerry Jackson.

The date for the meeting in 1988 will be the same, second Saturday in August at 11 AM. Picnic lunch for all.

New business: Ron had invited Glenn Pratt, Game Warden for this area to come to speak to us about his job with the warden service. He was unable to attend due to the fishing derby today.

The Duck public information was discussed and how it might affect us in this Nicatous Lake region being as it is very close in proximity. The state of Maine Department of Public Land Use plans to develop the land for more public use. The camp owners on Duck Lake will be having to pay an increased lease and will be given many restrictions on the use and improvements on their camps and also will have restrictions on the use of the approaching roads. A petition was circulated by the Fin and Feather Club of Millinocket who are greatly interested in this actin by the state, to have our club members sign, this is to petition the state of Maine regarding the tax on restricted access public land. All members present signed the petition.

Dexter Sargent spoke regarding the state of Maine taking possession of lake leased land and also made a motion for our association to contribute $100.00 to fund the litigation battle against the state of Maine taking public lake land and protect ourselves against the same happening to us here at Nicatous as is happening at Duck Lake. All members were in favor and it was passed to donate the $100.00 to Patty Forbes, Chairman of that committee for litigation.

It was requested by the members to have the association secretary send a letter to the Public Land Use Department that Nicatous lake Campowners Association has donated a substantial amount for litigation regarding fighting state of Maine taking possession of leased land on lakes such as Duck Lake. This will be sent to Ed Meadows., director of Public Lands, State of Maine.

President read the letter he received from the state of Maine regarding his petition of 479 signatures for the use of ATV vehicles on the 32-00-0 road in this area. His letter will be taken into account.

New camp owners present were welcomed and introduced at the picnic and a very tasty table was enjoyed by all. There are some great cooks in this association. The children had a very enjoyable time playing in the damp sand beach.

For your information, emergency help can be reached by calling for help on channel 19 at the lake. It is monitored all day.

It was mentioned several times by the attending members how enjoyable these meetings and picnics are for everyone. It gives us a chance to get acquainted and enjoy bean hole beans and other great tasty dishes, and enjoy the games that are played.

If you weren’t able to make it to this meeting and picnic this year, please plan for the one next year, 2nd Saturday of August, same place, sandy beach, same time.

Till August of 1988, enjoy the year.

P.S. We are asking Maine residents to vote NO this fall for the state of Maine to buy and take possession of public land. If you have any questions regarding this matter, write me and I will see that you get the information about what restrictions the state plans to impose on the camp owners and how the residents of Maine are going to have to pay for this land, policing the roads, making public campsite and maintaining those for “public use”——-get all the facts before you vote.


Minutes of Meeting - August 13, 1988

The meeting was called to order by President Ron Pelletier under sunny skies and with twenty two members present to enjoy a brief meeting and picnic at the Narrows Beach .

Old Business:

Duck Lake public land takeover by the state of Maine was review by Ron. A review of the report from Patti Forbes, our club representative in this matter, was read to the club members. Our club donated $100.00 to Patti to represent us in any necessary litigation with the state of Maine. So far to date, much has been accomplished by writing representatives of Maine government and so far no litigation has been necessary.

The gate has been removed from the road to Duck Lake, the camps will not be taken by the sate of Maine, the game warden’s camp will not be taken down, and the money is still in the bank account unused. If it is not needed, it will be returned to the association. This takeover matter is still being worked on at this time.

Victor Botting, V.President, represented our club at a meeting called by state officials to show him where the wood is to be cut and roads will be built. Vic reported it looked OK to him as most to the trees were already dead or dying from spruce bud worm disease. They did tell him that there would never be ATVs allowed on the public roads but if an ATV club was formed, they might allow an ATV trail build on public land as the snowmobile trails are.

New Business:

Ron told the club members that an ATV club was being formed and if anyone was interested in join they could by attending a meeting at the camp of Jack Crook.

It was mentioned that the state of Maine is planning to cut down a plot of 175 to 200 year old pines at Duck lake public land. It was moved and seconded to have the secretary write a letter to Ed Meadows at the Department of Conservation in Augusta to consider saving that stand of pines to save for the future generations to enjoy as it is all virgin timber. Also a note will be written to the editor of the Bangor Daily news regarding SAVE THE PINES ON DUCK LAKE.

A letter is also to be written to champion Paper Company to ask to have them finish the construction of an new boat landing and to repair the existing landing which is in bad shape.

One vote was cast and accepted to retain the same officers as present.
